Climate change: who takes responsibility?

Monday’s 4 Corners shows that the Reserve Bank and APRA (Australian Prudential Regulation Authority) are taking climate change seriously and that businesses and entities that do not factor in climate change have a fiduciary responsibility and are potentially liable if they do not incorporate climate change impacts in their dealings. This presumably extends to councils and developers.

If you build in areas that are flood liable or might increase flooding then you are responsible. If you buy in such an area can you even get insurance?
